01) LAWS OF CRICKET
The tournament will be conducted according to the latest ICC Men 50 over Playing conditions amended August 2019, except as varied here under the MCC laws of cricket 2017 code (02nd Edition 2019) shall apply Note: These playing conditions are applicable to all 25 overs league tournaments 2020 with immediate effect and supersede the playing conditions applicable to 25 over tournaments mentioned in the MCA Tournament Hand book 2016/17.
02) HOURS OF PLAY & INTERVALS
MORNING MATCHES
  • Toss : 08.30 to 08.45am
  • 01sT Session : 09.00am to 10.45am
  • Interval : 10.45am to 10.55am
  • 02nd Session : 10.55am to 12.40pm
EVENING MATCHES
  • Toss : 01.20 to 0135 pm
  • 01sT Session : 1.50 pm to 3.35pm
  • Interval : 3.35pm to 3.45pm
  • 02nd Session : 3.45am to 5.30pm
* 30 Minutes - Extra Time available for both morning and afternoon matches. ( Not applicable to the teams arriving late)
* The above timings shall not apply for the Semi Finals & Finals Matches
* Drinks Break – One Drinks Break per session after 50 minutes of play.

03) RESTRICTION ON THE PLACEMENT OF THE FIELDERS
3.1) There shall not be more than Five (05) fielders permitted outside the 30-yard circle at the instant of the delivery throughout the innings
3.2) At the instant of delivery there may not be more than Five (05) fielders on the leg side throughout the innings

04) NUMBER OF OVERS PER BOWLER
4.1) No bowler shall bowl more than Five (6 balls) Overs in an innings & Only one bouncer (over the shoulder) per over is allowed
4.2) In a delayed or interrupted match where the overs are reduced for both teams or for the team bowling second, no bowler may bowl more than one-fifth of the total overs allowed.
4.3) The delivery following a No Ball shall be a free hit for whichever batsman facing it. If the delivery for the free hit is not a legitimate delivery, then the next delivery will become a free hit for whichever batsman facing it.

05) PENALTIES
5 A) The Teams arriving late for a match will be penalized as follows: Time lost due to team arriving late shall be deducted from their original allocated time period entitled for the inning. The umpires will reduce no of overs & re–schedule the game based on 4.2 minutes per over accordingly.
5A.1) The team which arrives late will be allowed to bat lesser no of overs, regardless of whether they are batting first or second. (When the overs are reduced, no bowler may bowl more than one-fifth of the total overs rescheduled due to late arrival)
5A.2) The team, who arrived on time, will be allowed to bat full quota of overs, regardless of whether they are batting first or second.
5A.3) If a team arrives later than 75 minutes from the original scheduled time (Morning -10.15 am & Afternoon – 15.05pm), the match shall not commence after the above mentioned times & further action will be taken by the MCA tournament committee against the team who arrived late.
5A.4) No runs shall be awarded as penalties in this instance
5A.5) Other Penalties for slow over rate: Applicable to all the Matches including the teams whose arrival are delayed.
If any team fails to bowl the stipulated number of overs by the scheduled time of cessation, the over in progress shall be completed and a penalty of 20 runs per under bowled over will be credited to the total of the batting side. (When calculating the actual over rate time allowances given beyond the control of the fielding side should be considered) In addition to above penalties in 5A.5, following shall apply.
  • When one over is short :The captain shall be placed on a suspended sentence.(first & final Warning)
  • When more than one over are short :The captain shall be suspended for One (01) matches (Very Next Match of the schedule). This suspension of captain could be continued if required in the subsequent season as well. The Match Referees will convey all decisions taken with regard to the above to the Captain concerned in writing with an acknowledgement immediately after the match.
  • Special Note :Special Note Both umpires must submit the duly perfected over rate calculation sheet immediately after the conclusion of each inning to the Match Referee who will approve before conveying the outcome to the respective captains.

6) RESULT
6.A) If the match commences late due to unavoidable circumstances (i.e. ground & weather etc.) the object would always be to rearrange the number of overs so that both teams gets the opportunity of batting an equal number of overs. For all calculation purposes of the revised number of overs to be bowled in the match shall be based on a rate of 4.2 Minutes per Over. (All penalties are also applicable as per 5A.5 above)
6.B) A minimum of 08 Overs is a “Must” to achieve a result (unless one team is all out in less than 08 Overs or the team batting second scores enough runs to win in less than 08 Overs) Any match, which both teams have not had the opportunity of batting for minimum of 08 Overs (subject to a result not being achieved earlier) will be declared as a no result.
6.C) Playing time for 08 Overs matches
  • Morning Matches (cut-off point 11.55am)
    • First Session -11:55a.m to 12:30p.m
    • Changing Time -12:30p.m to 12:40p.m
    • Second session -12.40p.m to 13.15p.m
  • Afternoon Matches (cut off point 4.40pm)
    • First Session - 4.40p.m to 5.15p.m
    • Changing Time - 5.15p.m to 5.25p.m
    • Second session - 5.25p.m to 6.00p.m
* Note 1: If play doesn’t commence at the stipulated times, i.e. 11.55 hrs. (Morning match) and 16.40 hrs. (Evening match) the match will be deemed as a no result. No extra time will be allowed.
The above timings shall not apply for the Semi Finals & Finals Matches
6.D) In the event a team fails to bowl their quota of overs by the stipulated time, the hours of play will not be extended. The Umpires will cease play after the completion of the over in progress on or After the schedule closing time and will decide as follows. This condition applies for morning & afternoon matches in both innings
6. D1) To impose the 20 runs penalty for every under bowled over. When calculating the actual over rate, allowance will be given for the actual time lost as a result of all the circumstances that are beyond the control of fielding team.
6. D2) If the umpires are in the opinion that events beyond the control of the fielding team prevented them from bowling the full quota of overs, the same number of overs bowled by the fielding team shall be awarded to the team batting second. “The umpires shall decide the actual number of overs short after considering the time allowances given for the actual time lost beyond the control of the fielding team during the inning”. Time period to complete the second inning shall be decided as follows: - Number overs to be bowled x 04.2 mts. = …… Mts
6. D3) Number of overs for the team batting second shall be permitted as follows:-
6. D3 A) Shall receive the full quota of overs scheduled or rescheduled when the team bowling first has completed stipulated number of overs or the team batting first is all out with in the given time.
6. D3 B) Number of overs equivalent to the penalty runs given shall be added to the total number of overs.
Example
  • original scheduled overs = 25
  • Number of overs bowled at the closing time = 23
  • Number of overs unable to bowl by the fielding team within the given time period (penalty applicable overs) after reducing the overs applicable against the permitted time allowances beyond the control of fielding time = 01
  • Total number of overs permitted to face the team batting second 23 + 01 =24
  • (Target score shall be calculated after applying the D/L/S method)
6.D3 C) Number of overs reduced due to the time allowance given for the fielding team should be reduced and the team batting second will receive the same number of overs equivalent to number of overs bowled by the team fielding first. (Target score will be calculated applying the D/L/S method)
Example
  • original scheduled overs = 25
  • Number of overs bowled at the closing time = 23
  • Number of overs reduced against the permitted time allowance = 01
  • Number of overs unable to bowl by the fielding team within the given
  • Time period (penalty applicable overs) = 01
  • Total number of overs permitted to face the team batting second 23 + 01 =24
  • (Target score shall be calculated after applying the D/L/S method)
6. D4) In the event the team fielding second fails to bowl their quota of overs on time, the Umpires will apply playing conditions mentioned above 6D & 6.D1 and decide the winner after adding the penalty runs (D/L/S method may apply if required)
6. E) If due to suspension of play, the number of overs of the team batting second is revised to a lesser number (Minimum 08 overs) their target score to win shall be calculated as per D/L/S method. If a match is suspended after the team batting second has completed the minimum number of overs (08 Overs) the winner shall be calculated as per D/L/S method.
6. F) If a match is abandoned without a ball being bowled or not constituted (8 overs a side) it will not be replayed and will be declared as a no result. Each team will get 02 points each at the league round matches.
6. G) If a pre-quarter final match abandoned without a ball being bowled or not constituted (08 overs a side) it will not be replayed and will be declared as a no result. Then the team, who top in their Groups at the league stage, will be eligible to play in the quarter final.
6. H) In the event of a No-decision in the Quarter Finals & the Semi Finals, the winner will be decided by applying the “Bowl-Out” contest, mentioned below.

07. BOWL-OUT METHOD (Not applicable for the League round matches and pre-quarter final matches)
  • Five players from each side will bowl over arm with a used ball two deliveries each at three stumps. The side which bowls down the wicket most times shall be the winner. If the scores are equal, Sudden death method will apply to determine the winner (To select one bowler from each team and if one player hits and the other player miss, the team who had a successful hit will be the winner)
  • 2). If any bowler bowls a “No – ball”, it will count as one of his two deliveries, but if it hits the wicket it will not be credited to his team.
  • 3). Each side will appoint a wicket keeper to stand behind the wicket out of reach
  • 4). In commenced matches, the five bowlers should be picked from the declared playing eleven + the 12th man
  • 5). If there had been no-play even before the toss, the five players may be selected from any of the teams registered players
  • 6) As stated above fails to produce a result, the winner will be declared by, toss of a coin by the Captains in the presence of the Officiating Umpires
  • 7). The Bowl Out may occur outdoor or indoor

08). Points System
  • Winner will get 04 points
  • Looser will get 00 points
  • Tie or No decision 02 points for each team.

09). IF A MATCH ENDS IN A TIE IN KNOCK OUT STAGE (Pre Quarter /Quarter /Semi Finals)
  • 09.1) If a match ends in a “tie” in the knock-out stage –(Without any Interruption ) Time, light & weather permitting the Umpires will allow each team to bowl a “Super Over”, according to the previous ICC Rule. Failure to bowl the Super Over, the team whose batsmen hit the most number of boundaries in their innings of the match (sixes and fours combined) will be declared as the winner.
  • 09.2) If a match ends in a “tie” in the knock-out stage – (Interrupted games /Result with DLS) Time, light & weather permitting the Umpires will allow each team to bowl a “Super Over” according to the previous ICC Rule.
  • “Failure to bowl the Super Over, the winner will be decided by applying the “Bowl-Out” contest, mentioned above clause 07.

10). HOURS OF PLAY AND EXTRA TIME FOR SEMI-FINAL MATCHES
  • First Session -09.30a.m to 11:15a.m
  • Changing Time -11:15a.m to 11:30a.m
  • Second session -11.30a.m to 13.15p.m
  • In case of an interruption due to ground, weather & light, the cession time will be extended by 225 minutes. Accordingly, cut off-time will be 5.00pm. Please see below timing for minimum of 08 over game. First Session - 3.40p.m to 4:15p.m Changing Time-4:15p.m to 4:25p.m Second session- 4.25p.m to 5.00p.m
  • Note: Prematurely Terminated Matches If the innings of the side batting second is suspended (with at least 08 Overs bowled) and it is not possible for the match to be resumed, the match will be decided by the comparison with the D/L /S “Par Score” determine at the instant of the suspension by the Duckworth/Lewis & Stain method. If the score is equal to the “Par Score “The Match is a Tie. Otherwise the result is a Victory or Defeat by the margin of runs by which the score exceeds or fall short of the “Par Score”.

11). GENERAL
  • 11.1) The Rules, hereunder and other Rules and conditions for any specific Tournament, shall be applicable and receive the compliance of all participating teams, individual players and umpires.
  • 11.2) These Tournaments will have no bearing on any other Tournaments and shall be called “The Mercantile Cricket Tournament” and shall hereinafter be referred to as the “MCA” Tournaments.
  • 11.3) The Tournaments shall be an annual one conducted by the MCA Tournament Committee appointed by the Executive Committee of the MCA. The Committee shall herein after be referred to as the Tournament Committee.

12). ELIGIBILITY TO PARTICIPATE
  • Any member of a Mercantile firm/sports Club affiliated the MCA shall be eligible to participate in the Tournaments subject to the follows
  • 12.A MEMBER FIRMS
    • 1. Annual Affiliation fee (Annual Subscription) to be paid
    • 2. Tournament entry fee or any other fee which will be determined by General Committee on the recommendation of the Tournament Committee has to be paid prior to the commencement of the Tournament.
    • 3. Consolidated Ground Fees/Umpires Fees & other Fees as specified by the Tournament Committee must be paid before the commencement of Tournament Matches.
    • 4.No member firm will be allowed to enter more than one team in any one Division
  • 12.B INDIVIDUAL PLAYERS
    • 1. Should be in the payroll of the Firm and has completed one Calendar month’s service (e.g. 1st to the end of the particular month)
    • 2. Consultants, Contract and Casual employees are not eligible for participation
    • 3. A player can represent only one sports club / firm in a Tournament Calendar year.
    • 4. The Players Registration form should be fully completed with the required information; i.e. Full Name, Date of Appointment, EPF Number, Current player status, NIC Number & Signature; this form should be certified by the President & Secretary of the Sports Club, confirmed by Head of Human Resources; in the absence of a Sports Club President & Secretary, it should be certified by the firm CEO, MD, GM, COO and confirmed by Head of Human Resources.
    • 5. Once a player is declared to play in an MCA Tournament match, he should under no circumstances participate in any other Cricket match conducted by the MCA or any other organization, while the MCA Tournament match is in progress and or till the match is officially declared concluded.
    • 6. If a player is already declared for a match organized other than by the MCA, he shall not be permitted to participate in any MCA Tournament match while that match is in progress and or till that match is officially declared concluded.
    • 7. All players must be in possession of a valid Identity i.e. Office ID along with National ID / Passport when playing a match.
    • 8. In case of an inquiry, all teams should be in a position to produce the EPF “C” form endorsed by the Central Bank of Sri Lanka along with other documentary proof.
    • 9. MCA Tournament Committee allows declaring maximum 03 player per match from the team registration who represented ,Sri Lanka Cricket Premier (Tier A) and Sri Lanka Cricket Major League (Tier B) in current season 2019/2020

13). Adjusted Playing Condition & General Circular Due to Covid 19 Pendamic
  • 13.1 Ban on Salvia on the ball
    • 1.Players shall not be permitted to apply salvia on the ball
    • 2.If a players does apply salvia on the ball ,umpires will issue a first & final warning to the team (Team warning)
    • 3. Subsequently, every time the on-field umpires observe the use of saliva on the ball in that innings, the on-field umpires will grant 5 penalty runs to the batting side
  • 13.2 Replacement Player
    • If a player becomes ill during the game or shows any “Covid-19 “symptoms, the umpires shall allow a substitute fielder, but not allowed a replacement player will not be allowed.
  • 13.3 Team Selection for Final Round (Pre-Quarter Finals)
    • 1.First 04 team from each group will be selected for final round
    • 2. Due to 03 teams withdrawing from Group “C”, the best 05th place (The team with the highest points tally, if points are equal, then the team with highest NRR) from the group A/B & D will be selected for pre quarter final as a 16th Team
